  做好城市土地工作,理念上一要坚持“政府做地、企业做房”理念,二要坚持“集约用地、节约用地”理念,三要坚持“取之于民、用之于民”理念,四要坚持大项目带动土地开发的理念,五要坚持“无形资产经营”与“有形资产经营”并重的理念;举措上关键要做到“四改联动”,即农地征用制度、土地储备制度、土地招拍挂制度和土地出让金使用制度的改革联动,做到节约用地、集约用地、优地优用,实现经济效益、社会效益、生态效益三大效益的叠加和统一。这些复杂而交叉的情况,使得主城边缘的大型保障房住区呈现不同的发展动态,需要根据具体情况有针对性地推进其可持续发展。

  以公共交通车站为中心,构建连续的步行系统是中国TOD社区最基本的人性化设计要求。城市是先进生产力和先进文化的主要载体。

  《办法》按照“权利与义务对等”的原则,以权利、义务、时间门槛为基本要素,通过积分的方式逐步扩大移民通过贡献和承担义务所获得福利的通道。保护城市湿地生境,提高城市环境是市民共同的事业,维护城市湿地健康的生态环境必须靠市民的共同努力。
